IPS temporarily Rapsonless

The Identity & Passport Service (IPS) doesn't exist any more, of course, it's now HM Passport Office (HMPO) and the Home Office is IPSless.

The executive director of IPS between about June 2010 and March 2013 was Sarah Rapson. Her predecessor, James Hall, presided over the British public being over-charged for passports by about £300 million a year. He also presided over the disaster of Whitehall's attempted introduction of state-produced ID cards.

Ms Rapson has delivered a £5 reduction in the cost of a 10-year adult passport since then, from £77.50 to £72.50. Otherwise her tenure seems to have been without incident.

She is perhaps lucky that IPS/HMPO were banned from having anything to do with Whitehall's latest attempt to re-enact the ID cards massacre – that honour goes to the Cabinet Office (individual electoral registration and the Identity Assurance Programme) and the Department for Business Innovation and Skills (midata). If you hold futures in either organisation, sell, sell, sell.

Now her luck has broken.

New interim Directors General appointed

Two interim Directors General have been appointed to lead the new immigration commands in the Home Office that were announced by the Home Secretary on 26 March.

Sarah Rapson will lead UK Visas and Immigration, bringing her experience of managing a successful customer-focused organisation as Chief Executive of the Identity and Passport Service.

David Wood will lead Immigration Enforcement, drawing on his background with the Metropolitan Police and as Director of Operations for UKBA ...
The history of the UK Border Agency (UKBA) is spectacular and its demise under Rob Whiteman even more so. The Home Office is now UKBAless. It's shattered into three pieces – the UK Border Force, Immigration Enforcement (ambiguous name) and the piece Ms Rapson has picked up, UK Visas and Immigration (UKV&I).

Interim Director General Sarah Rapson gave evidence in front of the Home Affairs Committee on 11 June 2013:



Next day, the Times newspaper reported the session and found themselves with an over-abundance or superfluity or excess or nimiety of scoops. Too many to handle. They settled for Visa system might never be up to job, admits chief.

A month later, the Home Affairs Committee published their report, and they went with Backlogs hit half a million at immigration service. This followed Ms Rapson's revelation that there are 190,000 unresolved immigration cases that her predecessors unfortunately forgot to tell the Committee about.

The Times and the Committee and the BBC could equally well have led with Ms Rapson's management approach – she wants her staff to discover for themselves how to do the job, she doesn't intend to issue "decrees" (16:34:40 to 16:35:44), instead, she's holding "workshops". She has 7,400 staff in 150 countries and an annual budget of £450 million. There's something missing from the concept of leadership there or "command" as Ms Rapson keeps calling it.

Or they could have led with Ms Rapson's repeated claim to have only just started in the job – e.g. "I'm 54 days in" (16:59:43). According to the DMossEsq slide rule, that's nearly eight weeks. Eight weeks in, and she still doesn't know how many categories there are for the cases UKV&I deal with and didn't realise that the category with 190,000 cases in it was new to the Committee. Clearly it takes some time for a new boss to get their feet under the table, but surely eight weeks is long enough to get to grips with some of the basic metrics of the business. If eight weeks isn't long enough, is it ever going to happen?

Last seen, Katie Davis was the Cabinet Office's representative at the heart of the Department of Health. Her task? To stop money pouring down the NHS's National Programme for IT (NPfIT, £12 billion) and to get Sir David Nicholson under control.

Sir David Nicholson KCB CBE is Chief Executive of the English National Health Service and Chief Executive of the NHS Commissioning Board. "Nicholson joined the NHS on graduation, and then the Communist Party of Great Britain. He remained a member of the party until 1983". That's what it says in his Wikipedia entry and presumably it's there to be quoted.

DMossEsq must confess to a certain horrified admiration for Sir David. Never met him but he comes across as an old bruiser, a survivor, a winner, he's taken on all comers including the Prime Minister and he remains the undefeated commie, the Lonsdale Belt-holder of Whitehall.

How did Katie get on?

Gone. Like James Hall. And Ian Watmore, "the Vicar's Husband", as he calls himself. And Christine Connelly. All gone.

They're gone and Sir David's still there. And still nobody's dupe.

The government are trying to get their Electoral Registration and Administration Bill through parliament. In the vain hope of achieving computerised identity assurance they want to cross-match DWP's hopeless National Insurance number database with other central government files. HMRC have fallen in with it. And the Department for Education. But you won't see any NHS records being used. You won't see Sir David associating himself with this illegal activity. Or with losers.

And now the Government Digital Service (GDS) have published their Government Digital Strategy. This strategy covers all of central government and GDS are in charge. They say. But what's this we read on p.4?
The strategy does not cover local government services, the NHS, or ways to increase the digital capability of UK citizens. It also does not deal with the expansion of the broadband network which is being led by Department for Culture, Media and Sport (DCMS).
Once again, clean hands, the wily Sir David is leaving the losers to lose all by themselves.

Government Digital Strategy is Volume 2 of Martha Lane Fox's October 2010 Directgov 2010 and beyond: revolution not evolution. Here's a taste of what it said in Volume 1:
Directgov should own the citizen experience of digital public services and be tasked with driving a 'service culture' across government which could, for example, challenge any policy and practice that undermines good service design ...

It seems to me that the time is now to use the Internet to shift the lead in the design of services from the policy and legal teams to the end users ...

Directgov SWAT teams ... should be given a remit to support and challenge departments and agencies ... We must give these SWAT teams the necessary support to challenge any policy and legal barriers which stop services being designed around user needs ...

I recommend that all digital teams in the Cabinet Office - including Digital Delivery, Digital Engagement and Directgov - are brought together under a new CEO for Digital.

This person should have the controls and powers to gain absolute authority over the user experience across all government online services ... and the power to direct all government online spend.

The CEO for Digital should also have the controls and powers to direct set and enforce standards across government departments ...
It's all a bit Machiavellian. Or just plain batty. You wouldn't think Ms Lane Fox's ideas would get through to government policy.

But they have. There they all are in GDS's bossy little Government Digital Strategy, a self-important document that actually struts as you read it:
This strategy sets out how the government will become digital by default ...

All departments will ensure that they have the right levels of digital capability in-house, including specialist skills. Cabinet Office will support improved digital capability across departments ... [not round at the Department of Health, they won't]

Cabinet Office will help departments to recruit suitably skilled individuals. This will include the hands-on process of designing and prototyping a digital service ...

No new or redesigned service will go live unless they meet this standard ...

Cabinet Office will lead in the definition and delivery of a new suite of common technology platforms which will underpin the new generation of digital services ...

Cabinet Office will lead in the definition and delivery of a range of common cross-government technology platforms, in consultation with departments to ensure they meet business needs. 30 September 2012, a big day – Dame Helen Ghosh and ex-Guardian man Mike Bracken

30 September 2012. It's a big day today. Dame Helen Ghosh's last day as permanent secretary at the Home Office. What will change when she's gone?
    • Will Sarah Rapson, chief executive at the Identity & Passport Service (IPS), be allowed to carry on over-charging us Brits for passports to the tune of £300 million a year?
    • IPS has never recovered from its failure under Sir David Normington and James Hall to implement government-issue ID cards. They suffered something like a corporate nervous breakdown. Isn't it time now at last for a new name and a re-launch?
    • Will Jackie Keane be able to carry on spending money like water on IABS, the Immigration and Asylum Biometric System?
    • Will assistant commissioner Mark Rowley at the National Policing Improvement Agency stop wasting money on mobile fingerprint equipment?
    • Will Rob Whiteman, chief executive of the UK Border Agency (UKBA), be able to maintain the high standards and success rates of that organisation?
    • Will Brian Moore's successor as chief executive of the UK Border Force ditto?
    • Isn't it time now to stop hosing money at CSC and VF Worldwide Holdings for their biometrics-based visa application work abroad?
    • Will IBM be allowed to stop bashing its head against the brick wall that is eBorders?
    • Is Alex Lahood (the Director of Identity Management, no less, at UKBA, please see p.9) still testing biometrics in Croydon? If so, why?
    • Is Marek Rejman-Greene still Senior Biometrics Advisor at the Home Office Scientific Development Branch? Ditto.
    These are just some of the questions for Dame Helen's successor to ponder.

    Today is also the last day for the Government Digital Service (GDS) to announce the approved suppliers of the UK's much-touted Identity Assurance Service (IAS). It really is a big day.
    • Will GDS meet the deadline? (Six hours to go ...)
    • Will they dare appoint Google and Facebook as "identity providers" to the UK?
    • If not, will the NSTIC folk in the US cross them off the Christmas card list?
    • Will Martha Lane Fox ditto?
    • When Universal Credit fails, will DWP get the blame or GDS?
    • Will the Department for Business Innovation and Skills stop pretending to want midata?
    • If ex-Guardian man Mike Bracken (executive director of government digital services and senior responsible officer owner for the identity assurance programme) can't make Estonia come to the UK, will he go there?
    • Will GDS's dream of inserting GOV.UK into our national payment systems come true? If so, how many weeks before we are reduced to a barter economy? Two? Or one?
    • Will GOV.UK replace the Government Gateway?
    • Will GDS's IAS succeed where James Hall's ID cards failed?
    • Can GOV.UK operate successfully on a cloud service operated by Skyscape, the one-man company?
    These are just some of the questions that probably won't be answered tomorrow.

    John Vine report published

    John Vine CBE QPM is the Independent Chief Inspector of the UK Border Agency (UKBA). His report on the Brodie Clark affair was published on Monday 20 February 2012. Like the Home Affairs Committee report Inquiry into the provision of UK Border Controls published a month earlier on Thursday 19 January 2012, it is a historic document. It criticises the Executive and yet, there it is, in a brave move of the Home Secretary's, it’s been published by the Executive.

    If you went to bed on 20 February 2012 having learnt about Mr Vine’s report only from reading the Guardian live blog (starting at 4:12 p.m.) and from hearing Yvette Cooper talking about it on the radio, then you probably slept badly with thoughts of something sacred (England) having been defiled (by the invention of Tony Blair and Gordon Brown) disturbing your sleep and perhaps remembering that Hopkins poem, “No worst, there is none. Pitched past pitch of grief,/More pangs will, schooled at forepangs, wilder wring ...”.

    Your mood will not have been improved in the morning by the woodentop predictability of the Daily Mail, with their Britain's 'Mickey Mouse' border controls let 500,000 into the country without any checks for FIVE YEARS headline and so you will have sat down to write your blog, entered the bilious title which wrote itself – John Vine signs death certificate – Home Office RIP – and then ... and then thought perhaps it might be a good idea to read the report first.

    It's long. There's a lot in it. There's a lot to think about.

    First things first, Mr Vine's report describes an exemplary piece of detective work. He has abided by his terms of reference, the work was done quickly and apparently thoroughly and he writes clearly. He hasn't been cross-examined in an open court of law, of course, but prima facie some of his findings look pretty damning.

    Writing about the "intelligence-led" trial in Chapter 4 of his report, he successfully debunks UKBA, who obviously haven't got a clue how to run a trial. At para.4.103 he fingers UKBA for claiming that the trial had been a success on the basis of certain drug seizures they made, without being able to prove that they made the drug seizures because of the trial. If drugs companies conducted trials in the same way, we'd all be dead.

    No-one knows what "intelligence-led" means, least of all the poor old Home Secretary – regular readers will remember this interchange when she gave evidence in front of the Home Affairs Committee:
    Q33 Michael Ellis: ... can you elaborate on what is meant by intelligence-led security measures? ...

    Theresa May: Indeed. The basis on which the pilot was to operate was that it was to enable a greater focus on those who were at higher risk. Intelligence-led, led also at the discretion of the officers at the border so that they would be assessing within the two categories of EEA nationals and the biometric chips, and EEA national children ...
    Mr Vine's dissection of the Secure ID business in Chapter 3 of his report is minute. "Secure ID" is a misnomer and denotes checking travellers' fingerprints.

    Mr Vine is at some pains to show how the failure of immigration officers to do their Secure ID checks can be explained by their inadvertently confusing "Level 2" and "Scenario 2" (para.4.39) or by their failure to understand that Damian Green MP's approval for the suspension of Secure ID checks was a "provisional" approval (para.3.67).

    But in the end he has to give up and decide that the immigration officers at Heathrow, in particular, jolly well knew they were flouting ministerial instructions when they suspended Secure ID.

    Why would they do that? Are they all rogues?

    Maybe not. Maybe they suspended Secure ID because they knew it was a waste of time that they didn't have to waste.

    Brodie Clark said when he gave evidence to the Home Affairs Committee that fingerprint checks are the least reliable security/identity checks available and that they are the ninth and bottom priority. Mr Vine doesn't disagree. Indeed he quotes Brodie Clark in this connection saying that there have only been seven "hits" from Secure ID (3.13) since it was introduced in 2009-10.

    Let's take a bit of time out here for some numbers. In the first 18 months of the coalition government, the period ending 31 October 2011, two days before Brodie Clark was suspended, the following payments were made by UKBA to contractors involved with computerised border security systems including fingerprint-checking:

    Did those seven hits Brodie Clark talks of cost £105,000,000 each? A cheap mind might say so. Money is the only currency some people can deal in.

    But Mr Vine offers us something subtler and more human. He contrasts the pestilentially inflexible computer system which made it hard for immigration officers to collate the statistics of their drugs seizures (4.98) with the benefit of human beings with the gift of judgement, specifically an immigration officer faced with a traveller with impeccable credentials who turned out to have 93 packets of cocaine inside him (Figure 12, p.66).

    The computer wouldn't have discovered that cocaine. The traveller's papers were in order. The immigration officer did. He disobeyed instructions and questioned the traveller. He had a hunch. He had a certain amount of autonomy and discretion. And presumably a sound understanding of his duty and an admirable commitment. Which one does the Daily Mail want? Which one do you want?

    If you are persuaded that border security depends on people and not on senseless automata then, the more you read John Vine's report, the more you understand what that belief means. It means that forms won't always be filled in correctly. It means that the people at head office will add up the figures and get a different total. It means that one man's "provisional" is another man's "unqualified". No computer would confuse "Level 2" with "Scenario 2", but then no computer will find those 93 packets of cocaine.

    Chapter 2 of Mr Vine's report is devoted to the Warnings Index (WI). The WI checks have had to be suspended too often, usually for good reasons (2.21) ...
    For example, on 15 July 2011, 100% checks were suspended for one hour and 20 minutes and the reason for this was recorded as “Coaches blocking roundabout”, whilst on 16 July 2011, the reason recorded was “Coaches tailed back to motorway”.
     ... but not always for good reasons. Figure 6 on p.23 of Mr Vine's report lists suspensions of WI checks by port, ending with 106 suspensions at "Other ports combined". Mr Vine attaches a footnote, footnote no.13, one for the history books, explaining that these other combined ports include three holiday destinations. One of them is Disneyland Paris, side-splittingly referred to in the Daily Mail headline above. The three holiday destinations reported just one suspension each, which sounds statistically insignificant. It's just that the suspension went on in each case for four years, Yvette Cooper please note.

    It's not good. In fact, it's bad. But look why it's bad. It's profiling.

    Some clot decided that no-one coming home from Disneyland Paris was likely to be a security threat and stuck to it for four years. If you believe in the efficacy of targeting, though, this is the kind of result you must expect. This, and the rogue "Operation Savant" uncovered by Mr Vine and dealt with in Chapter 5 of his report.

    It does have funny consequences. Also in Chapter 5, Mr Vine records the procedure at Portsmouth, where immigration officers didn't bother to "open the chip" in ePassports, except to annoy French travellers.

    But in general, think twice before agreeing that profiling is a good idea.

    It sounds targeted or intelligence-led or risk-based, it sounds advanced and scientific. The suggestion is of a crack team of 26 PhDs in the UKBA command and control bunker using advanced pattern-recognition to detect, hidden away in a mineful of data, the geometry of an organised crime or a planned act of terrorism. But as no-one knows the shape of organised crime or terrorism it's baloney.

    Mr Vine says in his introduction that "there is nothing I have discovered which could not have been identified and addressed by senior managers exercising proper oversight" (p.6). Which senior managers does he mean?

    Go back to the Home Affairs Committee report. The Committee say:
    14. ... The UK Border Agency is described as "an executive agency of the Home Office" but it is in fact an integral part of the Department. While it has its own management and budgetary structure, the UK Border Agency is still under the aegis of the Home Office and it no longer formulates its own policy—that is the responsibility of Home Office Ministers, on the advice of Home Office and UK Border Agency officials.

    22. ... If we are to accept the version of events as recounted by Ministers and senior Home Office staff then it creates the impression that Mr Clark was running the UK Border Force without effective checks or balances from either his superiors or immediate colleagues despite the fact that the Border Force is not a separate organisation, nor even part of an independent agency, but is part of the mainstream responsibility of the Home Office and comes directly under the responsibility of the Permanent Secretary and the Board of the Department.
    So that's who Mr Vine thinks should have exercised proper oversight. The problems aren't all the responsibility of Brodie Clark and a few senior UKBA staff at Heathrow. Responsibility is shared right up into the heart of the Home Office, right up to Dame Helen Ghosh, the Permanent Secretary. And the problems didn't start last year when she started. Dame Helen inherited a lot of the mess from Sir David Normington, her predecessor as Permanent Secretary, who remains as silent about her travails as his ex-boss, Sir Gus, now Lord O'Donnell.

    What's the solution? Split the Border Force from the rest of UKBA? That's obviously what Dame Helen and Theresa May have decided to do. A mistake. Especially if they accompany that move with a lot of opprobrium heaped undiscriminatingly on the heads of all their staff. There are success stories. Like the introduction of checks on lost and stolen passports. Success stories which it might be nice if Mr Vine had included in his report.

    It could work, though, if UKBA stop wasting lorry-loads of public money on glitzy technology and plausible consultants and contractors and spend a bit instead on the human beings that border security really relies on.

    Is there any hope of that happening? On past experience, no. But just maybe the Financial Times story about the deployment of smart gates at UK airports being delayed in advance of Mr Vine's report could herald a break with past experience – maybe UKBA will abort the deployment of smart gates and cut back on their staff cutbacks.

    John Vine report published

    John Vine CBE QPM is the Independent Chief Inspector of the UK Border Agency (UKBA). His report on the Brodie Clark affair was published on Monday 20 February 2012.     Today's the day. The deadline for John Vine, Independent Chief Inspector of the UK Border Agency, to submit his report on the Brodie Clark affair to the Home Office.

    Will the public be allowed to see it? This matter concerns our border security and it concerns the safety of the 2012 Olympics. It's a matter of public interest.

    But don't get your hopes up. Look what happened to the Home Affairs Committee.

    Along with the three investigations into the Brodie Clark affair launched by the Home Office, the Home Affairs Committee looked into it and published their report a couple of weeks ago, Inquiry into the provision of UK Border Controls:
    2. The precise facts of the case are disputed and the Home Office has denied us access to original documents that would have helped us to clarify the sequence of events ...

    9. The Home Office has refused to provide us with a copy of the HOWI Guidance, a document we believe to be of importance as it has been discussed extensively in oral evidence to this Committee, as well as in the House itself ...

    27. Despite agreeing to make both the Home Office Warnings Index Guidelines and the periodic updates available to us when she came before us on 8 November, the Home Secretary has since refused to provide us with these documents ... notwithstanding any internal departmental investigations, these documents would have assisted our inquiry in confirming witness accounts and we would normally expect a Government of any party to acquiesce to such a request from a Select Committee. We recommend that the Home Secretary deposit copies of all the documents that have been made available to the three internal investigations in the Library of this House. This will allow this Committee to reach an informed conclusion of our own and would be consistent with the Government's commitment to transparency and accountability ...
    The House of Commons, in the form of the Home Affairs Committee, can go hang. Parliament may call itself "supreme", but the Executive is unmoved. They will spend our money on useless technology – £491,304,533.51 and counting – and (constructively) dismiss anyone who dares to tell us that it is useless and there is nothing that Parliament can do about it.

    Documents seen by The Sunday Times reveal how stowaways discovered in cars, lorries and coaches inside the Eurotunnel compound at Coquelles, north of Calais, no longer have their fingerprints routinely taken.

    The revelation will renew pressure on Theresa May, the home secretary, who was last year embroiled in controversy over the secret relaxation of British border controls.

    That scandal led to the resignation of the UK Border Agency (UKBA) chief, Brodie Clark.

    Damian Green, the immigration minister, has defended the abandonment of the “lengthy” process of taking fingerprints, saying UKBA staff were better served searching vehicles instead ...

    Yvette Cooper, the shadow home secretary, described Green’s letter as “astonishing” and said: “By not even bothering to fingerprint anyone, the government is sending a signal that this is not a serious offence and people should feel free to keep trying.”
    "No, Ms Cooper", Mr Vine may say, "by not even bothering to fingerprint anyone, the government is sending a signal that this technology doesn't work, it's a waste of time and the Border Force has better things to do than play charades.

    "You say you're astonished. But why?

    "Do you realise, Ms Cooper, that the fingerprint technology used at the border isn't the traditional police technology in which the world has grown confident over the past century and more? It's flat print fingerprinting. It's quick, it's clean, there's no expert required and it doesn't work. Why do you insist on defending a technology you know nothing about?

    "Please don't give me that look, Ms Cooper. It's not just you. Alan Johnson fell for it. So did Jacqui Smith. And John Reid and Charles Clarke and David Blunkett. Not to mention Theresa May. Why did she go in to bat for a technology that doesn't work?

    "How many degrees of freedom, would you say, does a biometric need, to be able to identify every member of a population of 60 million? What's the minimum false positive identification rate we need, in your experience, to keep the border safe, what's the correspondingly high false negative identification rate and how many extra Border Force staff do you need every day, to conduct the hundreds of thousands of redundant secondary inspections? In your opinion, would you say that biometrics is currently under statistical control? What precisely is your take on the admissibility of flat print fingerprint evidence in a court of law?

    "You don't know, do you, and neither does Ms May, but the thing is, Ms Cooper, no-one actually expects you politicians to understand the technicalities.

    "That's what officials are for.

    "The real question is, why have all those officials at the Home Office stood by for years and watched as you politicians have committed yourselves more and more irrevocably to biometrics?

    "Well not Brodie Clark, he hasn't, he's told Keith Vaz that flat print fingerprinting is a waste of time.

    "But the rest of them. O'Donnell's getting a peerage. Normington's become First Civil Service Commissioner. James Hall's retired. They've all got away, and meanwhile some of the more vindictive types want to strip Brodie Clark of his pension.

    "It's a monumental mess of a legacy for Helen Ghosh to sort out. Telling Jackie Keane she's been wasting her time won't be easy. Neither will telling IBM their services are no longer required. Still. Icy calm under fire. That's what they're bred for, these permanent secretaries.

    The Cabinet Office want everyone to transact with government over the web.

    In order to do so, the government must know who everyone is. That means everyone needs an electronic identity.

    Mindful of the humiliating failure of the Home Office's identity cards scheme, the Cabinet Office have asked the private sector to devise an identity assurance service. An identity assurance service that is absolutely nothing like the Home Office scheme with its national identity register and its biometrics.

    Someone has been spoiling the Cabinet Office's fun by pointing out that we already have a way to transact with government over the web, using the UK Government Gateway.

    Too old-fashioned, they say, we must have a modern gateway.

    And as if to prove it, the Cabinet Office have hired ex-Guardian man Mike Bracken to be executive director of government digital services and SRO of the identity assurance programme. (Keep up at the back – senior responsible owner.)

    Boy. Is he ever modern. He ran the Guardian website until six months ago. He uses Apple laptops. And Google Apps. Which means Google, Julian Assange and the Chinese will all know about the identity assurance programme before we the public do.

    Anyway, he's not having any of this cobwebby old Government Gateway nonsense. He says in his latest blog, Establishing trust in digital services:
    ... the UK assumed the federated model in the Electronic Communication Act (2000) and built the Government Gateway accordingly. But a lot has moved on in the dozen years since Government Gateway was developed and we have a lot of work to do to develop solutions that work for users in the many contexts that they’ll need them.
    You may not grasp all the detail – he's talking about the federated model of identity management, not a United States of Europe – but you get the gist, "a lot has moved on", the Government Gateway is oldsville.

    Why do we need to move on? Why is there a lot of work to do? Because:
    There is a strong desire to work collaboratively across the public and private sectors to develop solutions that meet users differing needs. That desire is international. The USA’s National Strategy for Trusted Identities in Cyberspace and the EU Project STORK pilots testify to the opportunities.
    Now here's a wrinkle – if you click on that Project STORK link of his to see which opportunities are testified to, what's the first thing you see?
    The aim of the STORK project is to establish a European eID Interoperability Platform that will allow citizens to establish new e-relations across borders, just by presenting their national eID.
    "eID" in STORKspeak is electronic identity, and not the famous festival of the same name. Bit of a clanger for ex-Guardian man Mike Bracken, that – "national eID" takes us straight back to identity cards and national identity registers.

    But this time it's double wrinkle because what's the only thing everyone (else) knows about Project STORK? It's a pan-European project to share personal and business information and the UK leg of Project STORK is ... yes ... the Government Gateway.

    The UK’s Identity and Passport Service (IPS) is leading the pilot project, in close co-operation with the Government Gateway, the UK’s centralised registration service. “It is about the eventual pan-European recognition of electronic IDs,” noted an IPS spokesperson.

    Dear Home Secretary

    Brodie Clark alone
    I write to suggest the right course of action to follow now.

    You have started three enquiries. You must start a fourth.

    Without that fourth enquiry, although you may keep your job, your name will be tarnished.

    With it, even if you lose your job, your reputation will be enhanced. You will eventually be recognised as having struck a blow in favour of the businesslike investment of public money and against the present practice of Whitehall wasting it by the lorryload. And you will eventually be recognised as having struck a blow in favour of democracy and against the present practice of rule by an unelected and unaccountable Whitehall.

    The media are convinced, to a man and a woman, that the biometrics chosen by the Home Office, to defend the border, work. Increase the use of those biometrics, and you get a better defended border, they say. Reduce it, and border security automatically suffers.

    If that relationship between the chosen biometrics and border security holds, then you’re guilty, Brodie Clark is guilty, you’re both out of the job and your names will be Mudd.

    But does it? Does that relationship hold true? Why do the media believe in the efficacy of the Home Office’s chosen biometrics? Why do they make that assumption?

    If you assembled the entire corps of Whitehall editors, home affairs editors and political correspondents of the press and of the broadcast media, you wouldn’t find a single biometrics expert among them. Not one. They don’t know what they’re talking about when it comes to biometrics, and they haven’t bothered to check.

    Which means that when you launch your fourth enquiry – into the efficacy of the biometrics chosen by the Home Office – the corps shouldn’t find it difficult to change their tune.

    Once they realise that there is a substantial amount of respectable evidence against the biometrics chosen by the Home Office, the media story will change. Once they realise that there is no respectable evidence in favour of these biometrics, the media will start at last to ask the right questions.

    Why has so much public money been wasted on investments in a technology that doesn’t work? Why have the public been consistently misled by politicians about its efficacy?

    Nobody expects politicians to know anything in detail about the “false non-match rates” and the “receiver operating curves” that constitute the study of biometrics. We just expect you to be properly briefed. So who has been misleading the politicians? There are only two possible answers. The biometrics suppliers themselves – but they presumably don’t have daily access to ministers. And the Whitehall officials who do have access to ministers. Officials who have apparently acted as unpaid salesmen for certain biometrics products and who have given part of the industry an unsolicited and undeserved testimonial.

    For about 48 hours after the story broke on Friday evening, the media focused on Brodie Clark alone. One man. Decades of experience in policing and prisons, a man capable of running 20,000 staff doing a dangerous job in the interest of national security, a man at the height of his powers – he didn’t go barmy one day and just decide to stop bothering with passport checks on a whim.

    It takes one small change in the reporting of this case and Brodie Clark becomes a hero. If he is described correctly as a professional having to do a very hard job – quite beyond the powers of any of his detractors – while being lumbered with useless technology by a bunch of dilettantes in Whitehall, then the focus changes.

    The focus has already changed, of course, the media now have you in their sights. They have skipped from the Head of the Border Force to the Home Secretary without taking into account any of the intervening people responsible. You have to get the media to start joining the dots.

    Brodie Clark doesn’t run UKBA on his own.

    He’s one member of the Board. What were the other directors doing while he was supposedly impairing national security? Looking the other way? What were the non-executive directors doing? Do they turn up to Board meetings just for the sandwiches? What about the Chief Executive of UKBA, Robert Whiteman? He was appointed in July 2011. Lin Homer, the previous Chief Executive, moved on in December 2010 to become Permanent Secretary at the Department of Transport. Why did it take so long to find a replacement?

    UKBA is an executive agency of the Home Office. How come we haven’t heard from Dame Helen Ghosh, the Permanent Secretary at the Home Office? Is she responsible for UKBA or isn’t she? And where’s Sir Gus O’Donnell while the shrapnel’s flying? He’s Head of the Home Civil Service. He’s responsible for everything. He’s the man with a budget of £710 billlion of public money for the year 2011-12. Why don’t the media find out from the horse’s mouth what’s going on? This is an operational matter. The media should be quizzing the operators.

    And that’s where your fourth enquiry comes in. Who chose these useless biometrics? James Hall. No-one’s ever heard of him. One of Whitehall’s numerous imports from Accenture, James Hall was Chief Executive of the Identity & Passport Service (IPS) until the 2010 election, when he was allowed to go quietly into retirement. No public recriminations against him for having spent £292 million on the National Identity Service with nothing to show for it. Nothing whatever. By contrast, some of the newspapers are keen to tarnish Brodie Clark’s good name, deprive him of his bonus, gloat at his salary and question whether he should be allowed his pension.

    James Hall reported to Sir David Normington, Permanent Secretary at the time at the Home Office. He retired at the end of last year, his KCB was uprated to a GCB and he is now our First Civil Service Commissioner. He is garlanded. Brodie Clark is pilloried. But it’s Sir David who had operational responsibility for IPS and UKBA ever since John Reid pointed out that the latter was not fit for purpose. No questions about Sir David’s pension. Why?

    The Home Office was advised on biometrics by the Home Office Scientific Development Branch (HOSDB) and by external consultants. Marek Rejman-Greene was the biometrics expert at HOSDB at the time and has moved on smoothly to advise the Cabinet Office on identity assurance. Still in the job, still on the public payroll, and no impertinent questions about his bonus, if any, for Mr Rejman-Greene.

    Who are the external consultants? PA Consulting. See Helping the UK Border Agency International Group to deliver a world-class biometric visa service on the PA Consulting website. That’s the same firm of management consultants who charged £42 million for project management on John Prescott’s FiReControl fiasco, a project which the National Audit Office (NAO) assures us will waste a minimum of £469 million of public money.

    Who provides the biometric technology being used by the Home Office? Morpho. Once again, no-one will have heard of them. They used to be called "Sagem Sécurité". They're a subsidiary of Safran Group, the French equivalent of BAe. And they're the world leaders in biometrics, selling their unreliable wares to Australia, the US and India as well as us and presumably the poor unfortunate French.

    PA Consulting and Morpho would benefit from a close inspection by the UK’s media quite as much as, if not more than, you and Brodie Clark.

    You would have some powerful support for a fourth enquiry from the NAO and from the chairmen of the House of Commons Science and Technology Committee (whose excellent report on the Home Office’s ID cards plan was rudely and unwisely ignored), the Public Accounts Committee and the Public Administration Select Committee. Margaret Hodge at PAC has a wide selection of adjectives to describe the wisdom with which public money is spent by Whitehall and Bernard Jenkin at PASC doesn't seem to be too impressed with the quality of public administration in the UK either.

    You would also have the support of the unions. They want to protect their members’ jobs. Faced with the prospect of replacing thousands of UKBA frontline staff with computer technology that doesn’t work, you, too, may want to protect the border by protecting their jobs.

    The Guardian, of course, won’t support you. Not because you’re a Conservative. But because they believe in a state where a grateful populace is wisely served by an all-knowing cadre of public officials. Men from the ministry. Whitehall. Which is why their editorial today asks everyone to turn the rhetoric down.

    Don’t start the fourth enquiry and then wait patiently for its findings to be announced in six months time. Make them report publicly once a week, orally and/or with interim written reports and plenty of press releases. The only reason Whitehall have been able to waste our money on unreliable biometrics for the best part of ten years is that they operate in secrecy.

    Behind closed doors, Whitehall seem to make one unbusinesslike, irresponsible and downright illogical decision after another. They desperately need to operate more openly to keep their noses clean. And we the public desperately need them to keep their noses clean – we can’t afford for Whitehall to carry on wasting our money like this.

    The enquiry could find itself going to unexpected places. Don’t be surprised to see the European Commission figuring large. The European Commission's white paper on electronic identity will be one important source. The Commission's plans for Project STORK will be another. And the US Department of Homeland Security (DHS) also will figure large. Via the eBorders scheme, the DHS get access to all UK API data (advance passenger information) whenever we fly, whether domestically or internationally.

    eBorders must be included in the enquiry. Partly because it depends to a large extent on biometrics. And partly because this is the Home Office system which manages UKBA’s watchlists for terrorists and criminals which Brodie Clark is accused of not using.

    The BBC’s File on 4 programme, ‘Open Borders?’, explains why Mr Clark might well not use eBorders.

    The last government appointed Raytheon as the lead contractors on eBorders. One of the first acts of the coalition government was to fire Raytheon for breach of contract. It’s never been explained what breach took place. IBM have now taken over as lead contractors.

    For £1 billion, in the 21st century, we’re getting a computerised system that would disgrace the 19th century.

    eBorders relies on little scraps of paper being delivered to the desks of UKBA border force staff. Sometimes, these little bits of paper go astray. And then anyone can get into the country, even “Sheikh [Raed] Salah, an Arab-Israeli activist, [who] flew into the UK last month [June 2011], days after Home Secretary Theresa May had signed an order denying him entry to the UK”.

    Let’s see the media grill Raytheon and IBM as well as Brodie Clark and you.

    We elect politicians. You politicians seem to be immediately trussed up by officials who control your every move, only allow you to take the calls they put through, attend the meetings they arrange, see the letters and papers they choose. We do not elect officials. But who has the power? Certainly you politicians keep taking the responsibility. But power? It looks as though that lies with Whitehall. That is the unacknowledged fact of our present democracy. It is not the democracy the public thinks it partakes in.

    I write to suggest the right course of action to follow now.

    You have started three enquiries. You must start a fourth.

    Without that fourth enquiry, although you may keep your job, your name will be tarnished.

    With it, even if you lose your job, your reputation will be enhanced. You will eventually be recognised as having struck a blow in favour of the businesslike investment of public money and against the present practice of Whitehall wasting it by the lorryload. And you will eventually be recognised as having struck a blow in favour of democracy and against the present practice of rule by an unelected and unaccountable Whitehall.
